L'OMS a demandé au CCOMS de soutenir et développer son programme mondial pour l’évaluation de la qualité et du respect des droits des personnes confrontées à un trouble de santé mentale en France et dans des pays francophones sélectionnés (programme QualityRights).
Ce dispositif vise le renforcement des capacités des institutions en matière d'évaluation et d'amélioration de la qualité des soins pour les personnes en situation de handicap psychosocial, intellectuel et cognitif.
La question du respect des droits de l'Homme en santé mentale est un sujet d'actualité en France et dans d'autres pays. Concernant l'objectif de limitation de l'isolement et de la contrainte, les pratiques sont loin d'être homogènes en France et des situations problématiques sont signalées, en particulier par le Contrôleur Général des lieux de privation de liberté. Ce programme, basé sur la Convention internationale des droits des personnes handicapées de l'ONU, vise à soutenir les institutions qui s'interrogent sur leurs pratiques et souhaitent donner une place importante aux droits en santé mentale.
Grace au soutien financier du ministère de la Santé, le CCOMS forme des usagers des services de soins et leurs aidants, des professionnels (soignants ou non), afin de constituer des équipes d'observation. Ces équipes effectuent des visites d'observations dans les services et leur remettent ensuite un rapport, qui donne des indications sur des pistes de travail envisageables pour orienter l'unité, le service, le secteur..., vers des pratiques conformes aux principes de la Convention de l'ONU. Des outils de formation peuvent éventuellement être proposés aux services.
